Mission StatementThe Spokane County Target Zero Task Force is committed to reducing the fatalities and injuries that are a result of traffic collisions in Spokane County. The group brings together the areas of engineering, law enforcement and education to find solutions to reducing the number and severity of collisions. The SCTSC was originally known as Citizen's Against Alcohol-Related Traffic Accidents (CARTA). CARTA began in 1981 as a special grant from the Washington Traffic Safety Commission through the Spokane County Engineer's. CARTA - Citizen's Against Alcohol Related Accidents In 1982, Spokane was named as one of the 10 Targets of Opportunity (T00) by the National Highway Traffic Safety Administration. Since CARTA was already in existence, they oversaw the T00 programs. In 1989, CARTA began the Spokane County Traffic Safety Commission. The two groups operated independently of each other until they merged as one organization under the Spokane County Traffic Safety Commission. In 2009, the Spokane County Traffic Safety Commission was renamed to the Spokane County Target Zero Task.
